Why the market balance delays for Asian printing & writing papers?

BEIJING, Sept. 5, 2013 (RISI) -After experiencing a tough year in 2012, Asian printing & writing paper markets have still received no relief from the sluggishness thus far in 2013. This is reflected in the weak pricing in Hong Kong. The year's "peak" April prices were about US$30/tonne less than in 2012 for both uncoated and coated woodfree, and were nearly US$200/tonne lower than their peak prices in April 2010. The observed July prices this year were the lowest for both grades since the middle of 2009.
